Shelby Daniel was born on July 9, 1904, in Philadelphia, Pennsylvania. She was the daughter of a minister and a schoolteacher.

She attended Smith College and graduated in 1926 with a degree in history.

After graduating from college, she worked as a social worker in New York City.

Career

In 1930, she married John Daniel, a lawyer. The couple had two children.

In 1942, she joined the War Manpower Commission, where she worked to recruit women for the war effort.

After the war, she worked for the United Nations Relief and Rehabilitation Administration, where she helped to resettle refugees.

Political Career

In 1952, she was elected to the Texas House of Representatives.

She served in the House until 1958.

In 1960, she was elected to the Texas Senate.

She served in the Senate until 1983.

In 1987, she was inducted into the Texas Women's Hall of Fame.

She died on March 10, 1999.
